I recommend you do Kitchener instead of Waterloo since Waterloo has rental bylaws that eat into your profit each year and also cost a lot to set up since they have a lot required in the initial application.

I would have to see the settlement statement to truly pick it apart, but small loans will typically have a much, much higher cost as a percentage of the loan than larger loans due to the fixed costs that are involved.
