I understand these are rules of thumb rather than commandments one must follow, but I'm curious whether this is typical in Anchorage or perhaps the duplex isn't as good of a find as it appears on the surface. 

Any cut edges or surfaces must be treated with 2% copper naphthenate until the wood won't absorb any more.

Basically, I brought in a certified lead inspector who has a 'gun' that he holds up to just about every surface in the house.

Even so, I've made myself explicit about no surface wiring everywhere and it's been ignored.
