The resurfacing would be seen as a repair versus replacement.

@Wanda Alderfer Yes some non fannie/freddie, 30 year fixed options have resurfaced for STRs. 

Kitchen cabinets to be resurfaced and painted, new counter tops, flooring and paint throughout.

The agent who showed me the house recommended just sealing the existing cracks, rather than resurfacing.

I also don't think I would waste a lot of time resurfacing cabinets.

If there's a pool that you'll have to resurface in an apartment complex. 

Use cement backer board.You can probably resurface the tub instead of replacing it (hopefully).

So if you had a previous infestation, it is likely to be the same infestation resurfacing.

Figure out your water issues first.Then...Quickcrete self leveling floor resurfacer should give you a level sold base to go back over with tile.
