Look, if you are looking for a bank with "no foreign wire fees" thats quite a stretch and I'd advise tossing that idea out as it will keep you on the sidelines. 

That is a complex question to answer since both states are large and depending on where you live, quite varied. 

In a short term, I'd eat the risk I'm not taking that for 1 year +. 

As others have stated using a VA loan gives you quite an advantage to get into the deal.
