In Richmond, there are like 3 ghettos I wouldn't step foot in, about 2 blocks away from $300K-$500K+ houses near the coolest part of town, tons of restaurants going up, and somehow there is an invisible fence that blocks bad activity,  so  I wouldn't immediately say it's not a good area... but without knowing the area, I'd say 70% chance bad area, 30% good area.

Totally makes sense and the invisible hand has accounted for this accordingly and as a result you don't get a premium price for having a W/D and thus with 0 increased revenue, its only an expense.

The areas in particular to pay attention to are kitchens and bathrooms.Avoid the renovations that are invisible to the tenant or that make the unit "too" nice (no need for granite countertops if none of the nearby competitors have the same).A great way to determine market baseline is to go visit comparable properties renting at market rate to see what the generally accepted standard is in your area.
