I do know that they have an arrest record which includes theft and possession - enough to know I don't want them in my property, but not enough to remove them legally.

Have a small monetary reward for tenants that report suspicious activity that leads to an arrest etc.

some people even have TWO middle names, sometimes further just to distinguish themselves.Fourthly, if it is a continual problem, a friend of mine didn't have a real common name but there was somebody else who lived in the same town with the same name who kept getting arrested and making the newspapers/TV. 

The tenant is also currently in house arrest.
