It seems that % of ARV would be more a fixed variable and allow more of an apples-apples comparison when estimating cash flow based on various rent prices.

It is not quite apples to apples, but if someone is willing to bet their shirt and $100M it usually means that something went into their diligence (doesn't mean it is right, but still worth factoring in).
