I was reading my Bylaws and CC&Rs and I'm confused by some of the verbiage, it states, "...and shall also be responsible for the maintenance and repair of the plumbing, electrical and heating systems servicing his Living Unit and located within the outside perimeter of the exterior bearing wall thereof, including television cable equipment and connections, and all appliances and equipment located in said Living Unit."

There is cable and wifi at every address, it is a bundled service from Cox. 

Some of the buildings will centralize WiFi and Cable Plans.

Many will cover water, pest control, repairs to the roof and exterior walls, fences, landscaping, maintenance, security, insurance, some cover cable and internet.

She has been receiving mail there and has put the cable bill in her name, but not the other utilities. 

Basically anything on your credit report is used to calculate DTI  (not like you cable bill, phone bill, ect that don't show up on credit reports).

There was also an at&t underground cable thing in the backyard (See photo), does that pose an issue?

Right now I have Cox cable and wifi in all my STRs. 

But later that night 'someone' got their car stuck in the mud and a tow truck had to pull it out by cables from the street! 

They are all still in my father's name, but I get the bills and pay them.The only thing I'm not paying is cable and internet because those are not essential.
