I would wait to find a tenant before deny anyone.Some jurisdictions require you to process applications in order received, otherwise you can concentrate on the stronger candidate.Sounds like you could benefit from a systematized way to rate applications.

I would encourage the LOCALS to concentrate on the more desirable areas like San Juan, and start buying your "buy and holds" now.

I would say stop wasting your time chasing those county programs which are turned on and off like a water faucet and concentrate on making money with buyers who have 3% to put down.Or, sell them on a 100% USDA loan and get them to move out of the city limits, buy more house for the money and their kids can have a pony!

other than for rental purposes we are cutting way back on flipping for retail.we are concentrating on ground up.. less competition more certainty in cost to build.I am done tearing into a 100 year old house only to discover bad things.
