I can't speak for Nebraska, but both $300 an hour and $3,000 for a quasi-commercial transaction are exceptionally low for my area.

And it's not like this is Nebraska where you can use that as a pretext to negotiate price down a hundred grand or two.Again, I cannot speak to how common that sort of extremely conservative appraising is, and it is against the rules for loan originators to discuss value directly with appraisers, but it wouldn't be too surprising if a firm offering 0% down packed their appraisal board with very conservative appraisers to compensate.
