My rule of thumb is no less than 15,000 population and must have the metrics I feel are appropriate like avg price per sqft, avg time on market, avg listing sqftI find that in moderately sized cities with a shortage of excellent condition homes almost always benefit from a new construction over a flip since the potential flip houses are almost always over priced.
