Sometimes the majority controls, but sometimes the person who originally forms the condo makes the HOA a separate identity and the control stays with the original seller or someone he designates.Converting back to an apartment building would be foolish.

Earlier in 2018, a nearly identical lot (next to next property on the same street) sold by original developer of the subdivision and I guess because it was not listed on MLS, the transaction info is not present there.
