I wouldn't touch that deal with a 10 ft pole unless he sold them all to me on land contract with no down payment and no personal recourse. 

As @Walter Aaron Poling mentioned, it's a case by case decision, and he gave some great tips on how to evaluate the roof yourself.If I were in this situation, I'd rather replace it before a tenant got in there and started to experience a leaky roof.
