You'd have to re-wire the house, so each meter has its own breaker panel and those breakers supply the correct rooms in the house.

Underground power lines should be buried in Schedule 40 PVC pipe, at the minimum depth required (18” here, or 24” bare), never just running along the ground, there should never be bare wire exposed and anything above grade needs to be run overhead or in Schedule 80 (usually just used for the short length where the line comes out of the ground and goes to the main service panel/ meter).

I should have also included that a new electrical panel will need to be put in and the current one looks like https://inspectapedia.com/electric/Fuse_Panel510-D... and the wiring is a thick copper wiring wrapped in a fabric or cloth exterior.
