It was sad to see.Turns out there were, again, heavily involved with heroine, perscription and other drug use.I was able to contact her son. 

This is like hiring law enforcement officers to focus on solely drivers who forget to use a turn signal instead of dealing with those driving drunk/running red lights/selling drugs/etc and making me pay for that cop to sit and watch me and make sure that i use my turn signal (or else).10.

If during screening you run a criminal background check do you screen for drug convictions, violent and or sex crimes and screen these people out. 

Hopefully not...Now a neighbor complaining about a tenant dealing drugs or doing something on the property that would endanger or encumber my ownership - absolutely I'll get involved because that affects me.

Turns out they had been stealing rent payments, selling off fixures in vacant apartments and the manager's boyfriend, he was selling some really heavy drugs from out of the complex.

(You could say you are not a drug dealer when you sell drugs, but you are still a drug dealer.)The bulletin (last link) references two sets of laws and notes that the laws are intended to be changed in the future for clarity.

He mentioned something about some foreign drug dealers were depositing cash by "mules" and were not traceable by government.

Youngstown is notorious for drugs and that is something to consider .  

Also, maybe her last landlord drug his feet on repairs and she has vowed to be more forceful with future landlords.

He was arrested finally but only for possession of drugs.
