Some Pm's will low ball services and then nickel and dime you for everything else I have seen people call me after getting a low rate from another PM and then getting charged 10% fees for maintenance, a fee to set up the account a marketing fee for advertising the property and so on and so forth.

HOAs aren't the best investments because fees can get very expensive, the quality of the HOA can change on a dime depending who sits on the Board, and rentals tend to have more HOA rule violations which can be a real headache if you have a couple busy bodies in the community.

I've seen other "nickel and dime fees" added on so again the best thing you can do is contact your title company or attorney and get the numbers from them.
