Under current state law, the landlord must pay for bedbug decontamination, but the tenant must cooperate by laying out his own clothing and decluttering the apartment prior to treatment.

The only option I can think of would be a cooperative lease option, but the owner would have to check with his attorney to see if that would suffice the court ordered sale requirement.
