I installed a lock on a closet door where we would put all our personal items when we rented out the house.

Specifically, I will need someone who can relocate the washer/dryer hookups from the kitchen into a hall closet.  

Here 80 square feet, closet, direct access (not through another room) and I think it needs an egress window or a second egress. 

Sometimes you need to pay heat because it isn't separated and deal with less then ideal layouts or lack of  closets. 

Is it possible that putting damp laundry in the closet could create this?

(I think I can take the carpet from the closet)I would like to hear how other landlords handle this situation.

You may have to start off Dry Camping or find creative ways to supply things like water(portable water tower), Electricity (solar farm), etc.I wish you the best on your journey.
