They are saying that about 15% admit cheating on taxes and that Uncle Sam will nail about .003%, recovering about 4.5 times the amount spent to catch cheaters.Just FYI, if you are one of the lucky ones selected for an audit they will begin investigating returns and reviews before you ever know you're so lucky.
