You could set it to a temperature below what the rest of the house is at so it wouldn't run in theory unless the main heating system couldn't turn on.

Painting has certain temperatures to work, otherwise it freezes before it can cure/settle. 203k doesn't matter, from what i understand, the only requirement is contractors be licensed, have insurance requirements (usually 1M Gen Lia, and 1M Workers comp), and some small stuff.
