I'll paint you the broad strokes... if you own a property in the area, the EPA will test the property and basically give you an up or down, if the property gets a clean bill of health then any lender will lend in that area, conventional, fha, va type loans.

However...One thing I learned early on in my membership here at BP (under the loving [key]strokes of @Steven Hamilton II) is that these forums are a great place for delivering tax tips to real estate investors, but they are a  really bad place for academic discussions on the nuances of the Internal Revenue Code. 

It takes much longer to dry and is more work to clean up than latex paint, but you'll get fewer brush strokes and a better result.

Enamel has a hard finish, cleans easily,  Hvlp gun virtually no over spray, no brush strokes, and quick. 

Use the cash for the down stroke.

At that wall, you'll find yourself going to a bank for a commercial type loan, owning say four properties without enough cash flow to pay the full stroke on a new loan.
