my biggest fear is not having enough reserve for a big unexpected item that comes up then I won't be able to pay back a loan or get the property fixed the way I want it to.

I think white would look much better, but I am worried that's going to be a lot more work and I also fear how well the white paint would hold up over time (they are rental units I know they'll take a beating and potentially chip/ scratch).

This is the reason the best policy is to give regular/annual rent increase which would avoid your present landlord fears.Just send the notice in the email with the amount and date effective.You would be farther ahead if you did not fear the responsibilities of being a landlord and simply raise the rent to market or get a new tenant.

If you are an out of town investor then I fear investments in this neighborhood (and those like it, Toledo has several) will result in an overall portfolio with higher-than expected wear-and-tear, lower resident financial stability directly translating to shorter times between re-leasing events, and I am curious how much higher the values can go (From $60k pre-2009 to $8k when I bough and I am now steadily see $60k listings again...even a $90k one!).
