I hired a local kid as a bird dog to scout vacants, and he quit after one day because he was worried he might be perceived as an informant (and get killed).Violent crime remains high. 

--so you don't want to risk him coming around if he is violent. 

The city has been dumping money into the East side, but with the exception of Dignowity Hill, the East side is still riddled with violent crime, drug sales, and crappy housing stock.  

You can get a better depiction of crimes that can really effect your decision (property crimes, violent crimes, etc.)

Be selective with your Tenants...can't tell you how violent that mine have become and my neighbor, Mark, has six, paid off houses near the one I am selling in S.

A couple of weeks ago they apparently had some kind of violent falling out.  

Come to find out he has a felony 10 yrs ago, and a few misdemeanors of a violent nature,  None within the last four years.

The more violent or gruesome, the more people will be challenged with it.Some states require you to disclose it, some don't.

The particular example at 115k is a 4-plex, so monthly rent is 450-500 a unit which is market for the area.Also, the city in general is very low crime, so even the low income or distressed parts of town are not particularly violent/dangerous.
