Just remember that you will be paying a premium for that certificate vs. a house without it.Tourism has really dried up on the islands right now thanks to COVID-19 and the state's mandatory 14 day quarantine, so now may in fact be a good time to find STVR properties for sale by owners who did not maintain enough reserves to pay their bills without regular renters. 

I went there during covid when only Germans and French citizens could go there without quarantine and had a seller who needed to sell urgently.I attach some pictures:Prospects: In my opinion excellent, Prices are low, country is relatively stable and tourism is increasing in huge % rates every year (with an obvious drop due to Corona now, thats why apartment prices went also down and one should buy now!).

I know in North Carolina if your dog bites someone they get quarantined for 10 days if it is reported.

Due to the fact most people are stuck at home and are self quarantining, one of the highlights of the day has been getting mail (at least some kind of connection to the outside world, right?).

You made a lot of really great points.....however, I prefer to quarantine in my home in California.

In addition to our quarantined lifestyle over the last year, this winter has been pretty brutal which has been rough for our 2-year-old daughter.

Learned that one is really into singing a lot and the other hasn't cooked a meal at all during quarantine.

So I figured it would be a great time to learn how to side a house since I’m quarantined.

@Daniel Fridrij - even if the tenant is still employed, they may face a situation where they need to quarantine or take an unpaid leave due to a Covid issue.
