If the rents you mentioned are actual current rents for the building in question then I am guessing the apts are outdated and need some work and possibly the building suffers from deferred maintenance.

Building does not have parking spaces in the back (as majority of the buildings in the area do) so i would need to add that once i get it, units are a bit outdated, roof needs to be replaced in the next 1-3 years, tuck pointing may be needed in the next 3 years.

I should also note that I gave the tenant a formal move-out checklist prior to her move-out date explaining that if the rental unit and outside area is not appropriately cleaned, that a cleaning fee may be charged to the security deposit.
