I do have repairs I need to do on the property, roof repair $1800, fix a sump pump that isnt working, and electrician to look at a box in the garage. 

I am going to go on vacation for 10 days and I want to be clear on when I should authorize calling a plumber or electrician after business hours to address an issue.

Get your plumbers, electricians and HVAC folks figured out before you need them (probably a good idea no matter where you invest, but super important where those services can be harder to come by) and understand their on-call policies.

My family there also have contacts to plumers, electricians, etc.

The others pay for their utilities as we had an electrician separate the power. 

I did hire a plumber and an electrician.

I did have my electrician do an electrical plan overlay for the electrical in the kitchen, so that is one factor.I will also say that there are crazy energy regulations in place in CA that can impact the electrical and HVAC. 

Similarly, one of the houses needed an electrical panel replaced (we found out with the inspection) and once we said we wanted the cost covered by the sellers, he sent his electrician in to get a quote, and wrote it in the contract.
