I'm sorry I don't have a specific contact person at Atlanta Watershed but I will say I've had better luck going to City Hall in person to deal with water issues than I have using 311 or internet.I would separate out the billing issue from the lien issue and tackle them separately.

If you text people without their explicit consent, it is considered SPAM, and you risk legal action, regardless if you are selling a product, providing a service, or simply providing information.In addition to explicit consent, recipients must opt-in to your SMS campaigns using methods such as mobile and/or web opt-in.

Your lease should spell out who to contact for emergencies and repairs and the METHOD of contact.If you only put your personal e-mail and phone contact then they wouldn't have had your job e-mail address and it sounds like you would have gotten the notice from the tenant THAT DAY.Most landlords can check cell phone and e-mail on the phone as well so either should have worked unless you have a spam filter etc.

I couldn't agree more on tackling H20 in terms of making the property more profitable. 

Any emails will likely filter to a spam folder, and people are less and less shy about hanging up on cold callers these days.

It has been working great, but I now find that for them to be compliance with new regulations against spam texting, they are requiring people to explicitly opt-in.

I have too much going on right now and would gladly split and do good business than tackle everything right now.Lowest comp of a new build is $280K.
