Did the banks reject based on how the TIC agreement is written, or based on that fact that it is a TIC property? 

Originally, the city rejected the idea of even filing plans. because it was supposed to be a vacant basement, must be demolished first.

My area you probably get rejected 5-8x before an offer is accepted.
