A negative population growth for years, is not exactly exciting to see, however it is clear that they are trying to revamp and update parts of their city/systems that are outdated.

They can only provide the information they have available from each individual county (however outdated it may be).For example, there is a very rural county in my state that literally takes more than a year to update their databases (it's pretty pathetic).

That is such an old, outdated way of doing business and most investors can't afford to take the discount that these note brokers want.  

Don't just tell her that she can break the lease, work with her for a specific move-out date. 

From my understanding, the FEMA maps are widely considered to be outdated and therefore not very accurate in some/many cases.
