You'll spin your wheels for days that will turn into weeks then months and eventually you get nowhere and do no deals.

as you can spend a lot of time and effort spinning your wheels for nothing. 

It is a coat closet more/less (no rod in it). 

One of my favorite multi-family investors, Rod Khleif, often discusses how it is the same amount of work managing 3 units as it is to manage 300.

The panel was probably in compliance when the house was built, then someone hung a closet rod in front of it.   

@Rod Khleif-  The Building is empty and needs a total renovation, and has over 60k in back taxes arrears, to be paid by the buyer.
