I recommend that you use a architect any time you are going to make a significant change to a property and make sure you select the architect not your contractor.

The Los Angeles Architects office I spoke to last week suggested there were ways round this and that people were putting in permit application for a large building along with an assessory building.

Other than that I already have a contractor in place who can build it, but I don't know if I need to get plans drawn up from an architect first, or how to start it.  

Yea my local architect said you could do it on on 2 unit but anything larger was not possible yet.

I also tried to hire an architect for a new layout plan, but that didn't work either.

A builder/developer could theoretically JV with any service provide whether it be their zoning attorney, architect, or sub trades as you suggest.

I agree with @Frank Geiger talk to a local builder and/or even better an architect who has experience with Multifamily in the area.
