That aside, however, there is one key fact would cause me to reject this deal out-of-hand:  For a $170K property, I would need at least $1,700 per month in rent and even more if I was looking to carry a mortgage on it.  

Depending on response, and in particular if they reject your request, determine what the appeal process is, usually you need to respond in writing within 30 days requesting a hearing.

But again, you absolutely can make super low offers as long as you are ok with having 99% of them rejected.

You might even end up with a lender that they've seen fail to perform before, and had they known in advance you were going to go with that lender, they would have rejected your offer.
