You can show them that "X kWh" is included in the rent but be clear that they are liable for any overage with the utility.More accurately you can monitor their usage and charge them a rate per kWh as a "utility" yourself.

Lastly, I'd recommend a 1.75 gallon/min showerhead which cuts usage by about 17% over the conventional showerhead(I don't suggest going lower than 1.75 gpm, that'll just piss your residents off.)

They usually give a credit based on the past usage history and the invoice you paid to have the issue fixed.Hard situation, my best advice is make the tenant pay all utlility bills so your not involved in these issues besides providing the plumber/repairs to the unit.Hope this helps a little

A brand new lease is probably preferable, although you could keep them month to month to avoid rocking the boat too much.As was already mentioned, if the utilities aren't separately metered, you should probably steer clear of directly charging the tenants for utility usage.
