Side note,  that primer works great for all those shiny/glossy surfaces that people say shouldn't  be painted without sanding. 

If carpet is not an option then area rugs on a hard surface will help.

These matters are now surfacing more in compliance due to the attention brought to the RE industry, more specifically, investor type dealings and seller financing.Predatory will generally be when the screwed had less knowledge than a prudent person or was unaware of unfair tactics, methods or conditions, that or they were misled, deceived or just plain cheated.

Some tenants do not like hard surface areas in the whole unit.The laminate or other types you have to watch for peeling where the edges start floating up.

If you want to go that road get engineered stone (read: quartz) solid-surface counter tops that aren't porous, don't need resealing, etc.  

Many expensive problems only surface AFTER a rehab is started and layers are peeled back?...

I don't know what the surface is but if the parking lot develops potholes and someone steps in it (twists their ankle, breaks their leg, etc.) good luck dealing with lawsuit.  

Running cables/power lines underground before putting down your drive surface) This will allow you to add later without having to tear up your drive and will expedite installation at a later date. 

If carpet is needing replacement, this would be a good time to do to understand what you are dealing w/ below the surface.
