Of course I can always walk to the property if its close enough, if not we do have a bus lol...And the other reason I was asking is because I am always willing to learn new ways, as well as being Curious.

You are a compassionate person with a big heart and anyone that takes advantage and abuses that is probably down on their luck for a very good reason.

My first inclination was to maintain the status quo, but her belligerence, physical abuse on me, and demand that I sign over the property to her family forces me to devise an exit strategy.  

I won't be moving into it, and using that rule was a scam that was overly abused by landlords so new legislation just passed requiring the landlord or family to live there for 12 months.

I have seen developments like that In Mississippi that were all section 8.. and yes very much like you would build a prison unit. to take the abuse that comes with it.. 

. - I did get the property at a discount because it was in need of repairs, the main repair needed is updated electric, what I think I will do, is have the electrician just rewire it for three units and slowly start converting things over to electric and the tenants can cover it themselves, I'm okay with paying the water and am putting a clause in the lease about abusing the water, so hopefully they don't abuse it, they seem like nice tenants and after talking with them briefly during the inspection, they are not wanting to leave, so maybe I will keep rent the same and just have them cover their electric.

unless you're giving her significant equity but reading between the lines I bet that's not the case.. she should have a lawyer representing her and signing off so you don't have elder abuse and unconscionable profit taking which is the way your post reads to me.. saying your fixing her credit is total BS its already trashed if the loan is in her name and its probably not even in her name if you said she inherited it.. so that does not ring true..

Moreover, her obsession with local laws and abusing them is not something I want to deal with.
