Maybe not exclusively, but they need to be accessible more often than not and communicate ahead of time if there are days/times they may be unavailable due to a one-off circumstance- Are they listening?  

Personally, I like using the "universal bureaucrat-to-bureaucrat fellowship" model to my benefit when trying to get information that's otherwise unavailable.
