Try to position properties around Hospitals (teaching-hospitals work best) as these are great locations for rent by rooms for nurses and students that only need a place to sleep and cook for a couple of hours and then get back to work.

They will be sleeping on the streets . 

The just want a place to sleep and a warm me, and since I work in the suburbs it won't affect me.

Don't sleep on renting by the room in a single family home if it gets you a property in a better part of town.

Then you would decide how many to sleep based on that.
