If you paid cash for the foreclosure, you can get a construction loan at a local community bank or credit union. 

I’m local to the area and have a few good insurance contacts that may make the difference for you. 

The majority of people I see on BP asking about syndication lack any track record of success, do not have sufficient knowledge of the property type specifically or real estate principles, financing and law in general, and have little or no capital.  

Find a local agent in the area, it was an out of state investment.

I'm not too familiar with the markets yet but research I've done suggests that the towns of New Britain, New Haven and Hartford all have a good mix of inventory and low prices coupled with plenty of amenities, night life, cafes, etc and local colleges to bring younger people to the area year after year.

Find a local REIA group and network, locally with experienced investors.

There's no difference in a local flipping a house than flipping the small mixed-use building that is vacant in town into a couple commercial units and some apartments above. 

I think you need to find a good local agent, network with investors(local meet ups, FB groups, etc) and learn more to dial in the gameplan.
