I think one of them offers a public API.Once you get your license, you can join the CAR Chicago Association of Realtors and I have found them to be extremely helpful with questions like this.

ask them for recent permit pulls in the county and go look them up to verify activity. you can also call the local building department to verify their license and recent activity. if you don't see any run for the hills. 

Although our license doesn't place restrictions on where we can practice, there is nuance to know within every state.
