Likely just light cosmetic, fix ups, bath and kitchen remodel, landscaping. 

A few ideas:I would start by asking the tenants if they really care about the utility costs since Landlord is supplying the appliances.

this is why it's very tiring and boring, everyone of those offering they would paint everything with white colour, change the countertop, add stainless stell appliance, what else are there ?

There are already new floors, countertops, and appliances.

Also, if I bought a fridge, washer, and dryer, how do I expense these appliances? 

the place came w/ a fully liveable basement, including kitchen, shower bathroom the rooms have windows.  

The kitchen is important with a rural home.

My order goes like this.1: Front of House (unless there is an extra special feature. think a Plane Jane house with a chef kitchen or over-the-top pool and patio area)2-5: Highlights of the best features of the house.

Could be a new roof, HVAC system, or new kitchen along the way (all of which could certainly add equity to the home irrespective of the year it was built).  

I'm in a safe community where crime is low, so we don't have to worry about squatters, missing appliances, etc.
