I would say that when a listed property initially comes on the market that the agent would be inclined to recommend to the seller to decline a lower cash offer and wait to see what else will come.

I do not believe this will have a great impact on foreclosures as I would be inclined to believe that many longterm unemployed would already be behind on payments or into the foreclosure process but it will probably have some effect.

If they have been great tenants and you sould like them to stay long term and believe they will then I would be more inclined to pay all or a larger portion of the increase.
