I'm guessing it's out because she failed to pay the bill (utilities are in her name), but PG&E of course won't tell me anything.I've sent a 3-day notice to Pay or Quit.

Avoid the capital gains and use your Shedule E, LLC or business returns to offset passive income with great tax deductions and write offs.A fix and Flip can offer a good way to get some fast cash and deal with taxes in aother manner but again its still not the long game I think works best.

Establish credit by opening a Business credit card linked to account or funded account and once you have the credit, and the first years 1099 or Schedule C & E I would see if you can go Non/QM 1 Year or straight Portfolio vested in the LLC.
