The lady has also gone to a doctor (don't know the reports) but all this smells like a law suit to mild some money.I spoke to the Mold inspector she used and he says there is Mold under the sink and in the AC closet.

I'm not sure but probably not.You can ask a tenant for written confirmation from a doctor stating they have a disability and require a service dog, but that is about it.
