Not to worry Josh, I can not speak for everyone, but no heat or drama here.

Several months later drama arises between the first 2 and the new 3 and the first 2 move out suddenly leaving an unpaid hydro bill which doesn’t get paid and hydro is cut April first.

I'm going to be harsh,, your post clearly shows you are not up to date, or maybe of aware of Fair housing laws or your landlord tenant laws.. the potential for your rental business is just one showing away, from being in a lawsuit, the defense of I didn't know does not apply..I'd try and answer your initial question.. but until you understand the familial status of people trying to rent your apartment and what that means, your not ready to take or show your apartment to ANYONE,, yet ,,until you know more about the rental laws, is my personal opinion. 

Otherwise, you’ll be hit with harsh penalties.

Personally I don't rent to people that are fresh out of prison because it's too easy for them to quickly relapse and have their life fall apart again leaving me to deal with the drama.

Equally important, since the non-compliance penalties are ridiculously harsh, it tends to drive you towards absolute avoidance of compliance risk.

This may seem harsh judging by several folks comments on here but I think it is really the most compassionate path.

Transients may seem like a harsh description of renters/vacationers but it is what it is.

However as the % decreases, the appreciation increases and the drama decreases.
