If discovery motions are required, you are out at least another $2,500-$3,000 or more if your county does not do telephonic hearings. 

If your unit fails the inspection for reasons that are nontrivial,  you can then stop the process,  but if its something minor/stupid like needing to add additional smoke detectors in a bedroom and you don't do it you could be exposing yourself.   

mode=newI've never tried searching in NC before, but I have had luck going to the tax assessor websites for various places and going through the motions to pay a tax bill for a particular property address. 

If they don't stop you can buy an Airguard or some other brand of marijuana detector alarm and have it installed in their unit. 

What kind of purchase price are we talking and what minimal work (cost) is necessary to get it to appraise including WA-required water heater straps and carbon monoxide detectors?   

I ordered some motion-sensing alarm systems for the 5 vacant units I have right now.  

I second the motion of Craigslist; advertise free firewood. 

Handrails, fire detectors, unleveled flooring, etc. 

But honestly, besides the occasional light bulb replacment, smoke detector battery replacement, HVAC filter replacement, your monthly repairs isn't all that much. 

Water leaks, smoke detectors, and health/safety are the main things that I look for.
