It's all about the financing/laws, the single family moves in a slow motion wave whereas other things can be changed overnight.  

New furnace filters, smoke detector test, search for leaks, tell them whatever.

Towns, villages, and of course neighborhoods are living, breathing, moving, changing, evolving things... constantly in motion... like life.
