I've had several hearings go smoothly and my clients received reasonable reductions right away, even without an arms length sale or testimony from an appraiser, merely by relying on homeowners testimony and an unadjusted list of comparable sales data.

I don't know if it'd work, but the tenant would no longer be a tenant, but would have equity participation and would have a different standing than a mere tenant.
