There are definitely areas where buyers are not buying or still trying to get a great deal when one is not warranted.

sounds like you are asking a dolphin to climb a tree and wondering why it can't.You have a non-warrantable condo with a serious investor concentration problem, the condo itself may be a dog being a 1/1, with that many investors, the HOA may be in trouble financially and it may be a bit run down affecting value.A local bank and most brokers will not be able to get this done.  

Hopefully they r as irresponsible w the holdover notice and don't "answer" and you get a default judgment and warrant to evict quickly!

(note: i've seen people talk about the fact that the title is no longer warrantable from the original title company if you do this, but if you have owned the property for a while in theory there should be no title issues that you don't know about already)

They really push to repair even when replacement is truly warranted.
