Hi Kwang,This might be nit picky but most landlords in Philly pay for water and that can average $40-$80 depending on how the tenant is about water usage.

The bank still has to reserve capital for the potential usage and it costs them money. 

The tenant moving out was frustrated about not getting pro-rated refund as a result of moving out early; wanted to charge me, but landlord disagreed (i felt it inappropriate to be involved in that issue when I had not even moved in yet).4.

It created standardized, more efficient time usage and consistency which correlated to more volume, and in turn more profit.  

OrEstimate usage on all gas and water bills then build it in the rent amount with a similar overage clause. ( I don’t like this idea as I want the tenants to know directly how much it cost to keep the windows open or crank the heat to 80, this is close to a University and I expect a lot first time renters to apply)Does anybody have experience in including water with limits specified in the lease?

We reconcile it depending on usage of course.

We know the water passed through the meter because the water company was able to read the usage on the meter and bill for the excess usage!  

If you pay any of the utilities an extra person will increase the usage. 

Yes it was first of the month and he yelled that he does not owe me money on that day.I didn't want to aggravate him any more and wanted to deal with him in a cool manner so as to not get hot tempered and say some thing inappropriate in a heated moment.Gosh this guy is really making me think why I should go through all this nonsense.Thanks

The only other downsides I have are the $8000 I owe on my cards (with a 25% usage of credit).
