I hate inheriting properties like that, you end up finding so many surprises, it's almost better to gut renovate and do everything at once than to continue to band aid the building because of all the deferred maintenance. 

If this was private enterprise, Obama and half of Congress would be behind bars.

Finding out he couldn't qualify for any student loans or aid, because he'd dropped out of school, he sold the little he had to buy the expensive gear and books for the program.

We are not doing anything as I tend to fund more of start up type enterprises than mature companies like them.  

Because forcing the tenant to go request aid makes them get off their butts to help themselves.
