Why are bailout funds, essentially US taxpayer money, being paid to bailout foreign banks? So much for oversight and transparency. Why is this allowed?

Some banks on the list:

Deutsche Bank AG, Societe Generale, Calyon, Barclays Plc, Rabobank, Danske, HSBC, Royal Bank of Scotland, Banco Santander, and Lloyds Banking Group.
